The Haitian diaspora has finally awakened to the fact that it is not the House speaker, Youri Latortue, that must be pressured into helping refute the new taxes that the Executive branch wishes to levy upon Haitians living outside of their native land.  Youri Latortue, President of the Haitian Senate, has said over a month ago, when the issue was not yet as volatile as it is today, that he did not support the item of the budget that foresaw the placing of additional burdens upon diaspora members.  He later mentioned that many expatriated Haitians are not doing as well as they expected and quite often are struggling financially in their country of adoption, whilst still sending money « back home ».

Irrespective, the Executive branch seems bent on getting its way with what it calls “creative accounting”.  It is further alleged that the lower Chamber who already adopted the new budget 2017 (with taxation for the diaspora) hardly reviewed the matter,  leading to allegations of opaque dealings between the Moise/Lafontant Government and the PHTK party representatives of the lower chamber, among other players who facilitated the process.

As of today, we finally see the first sign of the public calling for Haitians abroad not to fall for the trap of focusing on Senator Youri Latortue only, while other the elected officials who are actually the ones who hold the final decision regarding the vote, remain behind the screen.  As President of the Senate, Youri Latortue, does not vote.

In any likelihood, getting the tax voted as such by the Senate, would not only be a blow to the Haitian diaspora but also to Senator Latortue.  Nobody would remember the lower Chamber representatives who helped it pass on the first round.  And nobody would probably realize that under such a scenario the Executive would have its cake (the approved taxation) and would be able to eat it too (by causing the public to blame Youri Latortue whose performance as National Assembly President has repeatedly overshadowed Jovenel Moise and his advisors, Wilson Laleau, Ardrouin Zephirin and the discrete yet efficient Jean W. Dorneval).
