            Today, again, Haiti is at a major crossroad. And, the path we choose will determine the fate of our people for decades to come. Are we going to remain mired in our current status as the poorest and most corrupt nation of our hemisphere, continuing to be led by authoritarian regimes, in a society that has no regard for individual freedoms, human rights, the rule of law and democratic values, frozen in a failed make believe world of lies and deceit, corruption and ruse, a world of our own making that is a true mirror of Graham Greene’s comedians?

Or are we going to choose liberty once again, as we did in 1804, with the addition this time of a free, open and democratic society in which we are all equals in our human dignity, ruled by just laws, behaving with order and discipline, strong democratic values and good governance, corruption free, poverty free, resolutely engaged in an unending creation of economic wealth and prosperity for all?

Do we want more of the same past behavior and lack of vision or leadership that have turned our successful political revolution into a failed state more than two centuries later, or are we going to finish what our forefathers started by unleashing the talents, energies, courage and determination of our hard working population into a new and successful economic revolution based on individual freedoms and the powerful engine of economic prosperity known as free market capitalism, or simply the market or price system?

Our work is cut out for us, because our choice is clear, and most importantly, we know it is ours and ours alone. Not dictated by any foreign power or occupant, but by our own will to join the free world on the only proven path to large scale economic prosperity and enduring social peace ever known to mankind, i.e. the market economy.

Toward these ends, we need to take advantage of the generous help and support always offered by the International Community led by the United States of America, and act without delay in order to:

(1) End the authoritarian regime currently in place in Haiti;

(2) Restore the rule of law and the integrity of our courts system;

(3) Defeat the terrorists responsible for the kidnappings and murders of innocent citizens and promising young entrepreneurs or professionals;

(4) Reclaim our nation from the criminals and their sponsors who are a threat to the safety of life and property, stamp out corruption, money laundering and the traffic of persons, illegal substances and firearms;

(5) Insure that present and future institutions of liberty can properly function;

(6) Stimulate the marketplace of ideas from which competent human resources can be identified and recognized as candidates for high offices, based on the vibrancy of their ideas, their intellectual integrity and their personal character;

(7) Work with our private sector, civil society and the International Community to start building the economic infrastructures, institutions and environment needed for economic development, and meet the urgent social needs of our population, with special attention to the most vulnerable among us; secure the rights of all Haitians living in our diaspora to return to their birth country with unrestricted citizenship.

(8) Establish standards and models of good governance;

(9) Prepare the nation for and hold free, fair, transparent and credible democratic elections that meet international standards, and are closed to known criminals;

(10)Return the nation to constitutional and democratic government, and the rule of law.

Such is our view of the collective challenge facing us today. A final word of caution: we can no longer afford to bring to high offices profiteers and racketeers who do not want the nation to know ahead of time what they think about major issues. Aspiring public figures must be honest and transparent about where they believe the nation should be headed domestically and in its foreign policy. For Haiti, this must be a time for truth and competent statesmanship.
